1. TOVO Replaces CLEVELAND as titular head of:  "Jade Helm 15 - Damage Control"
   
   
2. Update ... Changes at the Top.  Tovo is trying to get the local counties  to override/supplant individual permission to operate on privately owned property.
   
   
3. WHO'S THE NEW GUY?  U.S. Army Lt. General, Kenneth Ernest Tovo - military deputy commander of U.S. Southern Command (SOUTHCOM) .  He served as Commanding General of the Combined Security Transition Command for Afghanistan and NATO Training Mission, also in Afghanistan.
   
   
4. 1983 - Tovo was commissioned into the Infantry from the United States Military Academy.  Initial tour was  with the 82nd Airborne Division.  As a  Lt. Gen.,  Tovo completed the Special Forces Qualification course and transferred to the Special Forces. He served as a Special Forces Detachment, Company, Battalion, and Group Commander in the 10th Special Forces Group (Airborne). 
   
   
5. Tovo has served in Bosnia & Iraq.  His operational assignments include: Gulf War I -  Refugee relief in Northern Iraq - Sierra Leone noncombatant evacuation operations.  Two Bosnian peacekeeping operations & Five  tours in Iraq.
   
   
6. MOST RECENT?  Lt. Gen. Tovo was Commander of Special Operations Command Central (SOCCENT).

1. NOTE:   USSOUTHCOM is a DoD geographic combatant command & is funded primarily by DoD (Department of Defense).  But now may have been "infliltrated" by the State Department.
   
   
2. USSOUTHCOM BECOMES A POLITICAL ARM OF THE U.S. GOVERNMENT?:  Recent reorganization of USSOUTHCOM now has it plugged into the  "soft power elements of national security" (i.e. a CIVILIAN component has been added). 
   
   
3. In addition to  including narcotics issues .. 17 U.S. Government departments are now a part of USSSOUTHCOM in KEY SENIOR LEADERSHIP ROLES. (So now USSSOUTHCOM is now POLITICAL). 
   
   
4. USSOUTHCOM now has a State Department Senior Foreign Service Officer as its Deputy, and a senior GS-15 representative from the U.S. Agency for International Development as a Division Chief.

• FURTHER NOTE -  RE: MOBILIZATION OF AMERICAN TROOPS  -  Individual service members or entire units of the reserve components may be called into active duty (also referred to as mobilized, activated, or called up), under several conditions:
  
  1. Full Mobilization requires a declaration of war or national emergency by the United States Congress, affects all reservists (including those on inactive status and retired members), and may last until six months after the war or emergency for which it was declared.
     
     
  2. Partial Mobilization requires a declaration of national emergency, affects only the Ready Reserve, and is limited to a maximum of one million personnel activated for no more than two years.
     
     
  3. Presidential Reserve Call-Ups do not require a declaration of national emergency but require the President to notify Congress and is limited to 200,000 Selected Reservists and 30,000 Individual Ready Reservists for up to 270 days.
     
     
  4. The 15-Day Statute allows individual service secretaries to call up the Ready Reserves for up to 15 days per year for annual training or operational missions.
     
     
  5. RC (Reserve Component) Volunteers may request to go on active duty regardless of their reserve component category, but state governors must approve activating National Guard personnel.

• A Native of Arizona ... but may have been born in California.  His "bona fides" go back to the Clinton Administration.  However he also served in Panama in 1987 under Ronald Reagan.  He is a graduate of West Point.

• 2001 - 2003:  Cleveland was with the 10th Special Forces Group (Airborne) serving as the Commander from 2001 to 2003 .  He was also Commander of the Combined Joint Special Operations Task Force-North in Operation Iraqi Freedom under President George W. Bush. 

• 2003:  In 2003 he served his first assignment with the U.S. Army Special Operations Command as the Chief of Staff and then as the Acting Deputy Commanding General.  Again, under President George W. Bush.
  
  
• So, he went to Army Special Operations Command in 2003 under Bush;  and has continued there ...  under President Obama.  He's had at least 12 years to come up with Jade Helm.
  

1. A ten-day US Army urban military training exercise has begun in Flint, Michigan with explosions rocking neighborhoods and scaring residents who had no idea what was actually happening.  "There's older people, it probably gave them a heart attack or something,"
   
   
2. With less than three hours between a city press release and the beginning of the exercise, residents were left in the dark about the urban military training until the last possible moment. Most had no idea what was happening as their homes shook from the force of the simulated explosions. 

• A 2010 Pentagon directive on military support to civilian authorities details a policy that provides for the Obama Administration to use military force against Americans in operations against "domestic unrest".

• Directive No. 3025.18, “Defense Support of Civil Authorities,” was issued Dec. 29, 2010, and states that U.S. commanders “are provided emergency authority under this directive.”
  
  “Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,”.
  
  “In these circumstances, those federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances” under two conditions:
  
  [1] - “to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order.”
  
  [2] - when federal, state and local authorities “are unable or decline to provide adequate protection for federal property or federal governmental functions.”
  
  
• Military assistance can include loans of arms, ammunition, vessels and aircraft. The directive states clearly that it is for engaging civilians during times of unrest.
  
  
• A U.S. official said the Obama administration considered but rejected deploying military force under the directive during the recent standoff with Nevada rancher Cliven Bundy and his armed supporters.
  
  Mr. Bundy is engaged in a legal battle with the federal Bureau of Land Management over unpaid grazing fees. Along with a group of protesters, Mr. Bundy in April confronted federal and local authorities in a standoff that ended when the authorities backed down.

1. A THREE HOUR WARNING FOR A FEW:  [RELEASE] - Just after 11:30 AM EDT  (02 June 2015) Tuesday, the city sent out a release informing the public about the exercises.
   
   
2. [EXPLOSIONS BEGIN] - 2 PM EDT / 02 JUNE 2015 - (Full Moon began at 12:20 PM for Flint, Michigan)  - Lowell Junior High School:  (Residents say the explosions went off around 2:00 PM Tuesday afternoon).    Explosions you'd expect in a war zone echoed through Flint.   People's homes shook and those inside were caught off-guard.
   
   
3. Flint's spokesman Jason Lorenz said the city has been in talks with the army for months now about using parts of the city.  "It's an exercise to help their personnel do training with urban environments," ... and...   That training includes using aircraft and simulated ammunition. It will continue for the next 10 days.

5. DECEMBER OF 2010 - The Pentagon directive (link to left) authorizes the Secretary of Defense to approve the use of unarmed drones in domestic unrest. But it bans the use of missile-firing unmanned aircraft (drones).  The directive was signed by then-Deputy Defense Secretary William J. Lynn.
   
   
6. NOTE:  In the past the military would either train away from the public or put huge effort into insuring that any training the public did see was clearly training for overseas deployment.

• Jade Helm is slated to end on 15 September of 2015.  By then tons of materials, ordinance, vehicles, armaments, tanks, and who knows what all;   will have been moved into and throughout the United States.  The troops are then expected to leave but what will they be leaving behind ... and where... (Wal Mart staging areas nonwithstanding?).  So, is Jade Helm a cover for "setting things up ... getting them in place & ready for whoever or whatever might be coming next?
  
  
• But;  reportedly  "The Army Times" has posted the following:  In October 2015:  FOR THE FIRST TIME:  An  active Army Unit will be stationed inside the U.S.  as an "on-call" Federal response team "in times of emergency" unit ...  tasked for Civil Unrest & Crowd Control.
  
  
• The 3rd Infantry Division 1st Brigade combat team has spent 35 of the last 60 months in Iraq.   Now it will be under the Day to Day control of  the  U.S. Army Northern Command's,  "TRAINING FOR DOMESTIC OPERATIONS".

  JADE HELM AND A "SABOT":  Below are some of the meanings that Jade Helm uses.  BUT;  only "they" know what it means to "them".  Still;  a Sabot = "towns, cities & villages".  Green & White can equate to the the military's armoured divisions ... tanks, artillery, vehicles, etc... There are also references to epidemics & plagues ... as well as "revolutions" ... insurrections, uprisings, etc. (more Below↓)

• "Jade Helm" may be starting early ... on 15 June 2015.

• Note:  Civil Defense in the U.S. has been under FEMA (1933) since 1979. 
  
  
• Then ... under President Clinton: Executive Order #12919 - June 3rd 1993 gave  to the government, "the ability to seize any private property in the name of  "national defense".

• RE:  JADE HELM-15 - There are a couple of Jade Helm updates re:  the symbology on their "banner".  Mainly, at this point 7 basic scenarios seems to have "floated to the top": 
  
  1. PLANET X (aka Nibiru, Hercolubos)
  2. A Natural Disaster  or Epidemic (False Flag or Mother Nature)
  3. An Economic Collapse (False Flag / and/or Globalist Engineered )
  4. A Terrorist Attack (possibly nuclear);  (False Flag or "globalist Facilitated")
  5. "Alamo" Part Deux:  (Mexican Drug cartels in conjunction with ISIL) making a run at the border.
     
  6. A globalist Coup d'Etat or "Red Dawn" scenario from Insurgent Infiltrators, Saboteurs, or Invaders
  7. Power Grid Loss (Natural/Solar Flare or EMP blast (Globalist Engineered or False Flag)
     
• ... any of which ... will  supposedly trigger martial law and possible violence against U.S. citizens.  Why?  Because only the U.S. (Under The Constitution) stands between "them" and a global government based on some insane model of control over the "annoying rabble" (aka the slave classes ... i.e. "anyone still unable to be replaced by a machine"):
  
  Rollerball - Hunger Games - 1984 - THX 1138 - Brave New World - The Time Machine - Jupiter Ascending - Elysium - Terminator - Dune, Blade Runner, Gattaca, etc. ... (Take Your Pick:  it will still be dystopian)
  
  
• SUPPLY CACHES:  The proabability is that IF any of these is the case:  Jade Helm 15 is for moving men, materiel, equipment, artillery, ammunition. food & supplies, or .. even armored vehicles,  into place,  for future operations.  To do it out in the open, supposedly as part of an announced military exercise, would "allay all fears" (yeah, sure) ... but have everything in place for future rapid deployments.  Logistics can be "such a pain" ... (etc.).  Then in the event of any of  the above scenarios:  the military will be called in to "Deal with any Ensuing Civil Unrest" :  To control and/or subdue cities, towns, communities or the countrysides.  All their staging areas would already be in place.  Hmmmm, kinda makes you think, Huh?

  1. Mississippi & Louisiana:  “The Navy Seals will be conducting operations"
     
     
  2. Arizona: The FBI & the DEA will be doing some "questioning"  at one of the airports.

• QUESTION:  Did anyone else think of all those Dracula movies where the Vampires can't come in Until You Invite Them?
  

1. They aren't training for Afghanistan or Iraq
   
   
2. They're off the hook for any liability when on someone's property
   
   
3. Every branch of military service is participating  plus additional government agencies
   
   
4. 7 states involved  with focus on Texas
   
   
5. They've been doing this on the "QT" in recent few years
   
   
6. They want clandestine help & Intel from the locals.  They want to secretly "fit in" to Texas culture.  To  live & work in local businesses & property. 
   

• NOTE:  The "Helm" can refer to a ship's wheel,  or;   as in Star Trek: "Take the Helm, Mr. Sulu" ... 
  
  1. A Helm can be a helmet that covers the whole head and rests on the shoulders...(its armor that protects the head & neck) - (Operations & Mobility? - Command & Control?))
     
  2. The 9th Rohan king in the "Lord of the Rings"  was named "Helm"
  3. Helm is also known as a "watcher" deity or warrior of heaven (Dungeons & Dragons)
  4. Jade itself implies something of the finest quality.
  
  
• The symbol in the middle of the short sword & arrows is (or appears to be) a "sabot".  The Sabot is a Dutch, Belgium or French wooden shoe that was thrown into workplace machinery (during the Industrial Revolution) to shut it down....  and thus was derived the word:  "Sabotage"
  
  
• A sabot is also part of a weapon's projectile mechanism  that temporarily separates the expanding gases from the projectile  increases its velocity while it leaves the barrel of whatever it is being fired from.

• Add This To The List of "Jade Helm Insignia" Meanings:
  
  
  1. The head indicates: "Rule"The helmet indicates: "Hidden Thought", "Preservation", &  "The Warrior"
     
     
  2. Jade indicates:  "The Power of the Heavens", but also:  "The Realm of the Earth" & "The Appearance of Benevolence"
     
     
  3. Shoes (The Sabot) indicate:  "Liberty & Freedom;  but also "Control" ... (control of the shoe gave control of the person)
     
     Shoes can also indcate:  "A connection to the earthly realm or, a connection to the Earth".

1. Wal-Mart's "Bunkered Down Data Mining Storage Facility" in Colorado:  Yes, they have 2.  Wal Mart has built two extremely secretive data centers in Colorado and Missouri.
   
   
2. WAL MART,  "Bunkers Down" with  "AREA 71" - The one in Missouri is  nicknamed 'Area 71' or 'the Bunker'.  It is built into bedrock and surrounded by a wall of Earth;  it is able to withstand a Category 5 hurricane or a plane crash.

• In addition, Helm is also a character from the Comic Strip:  "Rogue Trooper" about a "G.I." (or Genetic Infantryman - a genetically modified, blue-skinned, manufactured elite soldier). 

1. The story is set on the planet Nu-Earth, where a perpetual war between the Norts and Southers is being fought (i.e. an internal civil war). During the war many forms of chemical and biological weapons have been used, poisoning the planet, and as a result the troops of both sides must live in enclosed cities, and only venture into the outside if wearing protective gear known as "chemsuits".
   
   
2. Helm is genetically engineered to be immune to almost all known toxins. Helm can be submerged in strong acid unaffected, and;  he is even able to withstand a vacuum in his bare skin.   He is a "supersoldier".   BUT:  he has 2 vulnerabilities:
   
   
   • a retrovirus engineered specifically to target his immune system, making him susceptible to all other Nu-Earth hazards, ultimately forcing him to wear a chem-suit ... and ...
     
     
   • A new plant is discovered after permafrost is melted in an arctic zone, which renders him unconscious.
     
     
3. Another Helm is the novel by Steven Gould:  Helm (Tor, 1998): About Mind control,  & the destruction of Earth's ecosystem.

• JADE HELM 15 - On13 March 2015, "All News Pipeline" reported the following: 
  
  
  1. "From July 15th to September 15th of 2015, the US Army's Green Berets, US Navy Seals, US Marines Special Ops Command and US Air Force Special Ops Command will be taking part in 'Jade Helm 15', 8 weeks of night time drills in 7 states in the southwestern portion of America,"  - NOTE:  with two additional states being added by March 23, 2015, those being Florida and Mississippi.... while Colorado has since pulled out of the Jade Helm exercises.
     
     
  2. The states currently slated to participate are Florida, Mississippi, Texas, New Mexico, Arizona, California, Nevada and Utah.
     
     
  3. Texas and Utah are listed as "hostile" while a portion of California was listed as "an insurgent pocket"
     
     
  4. Walmart Closings, Jade Helm And a possible China Connection.  Is America preparing to declare "martial law"?
     

1. Walmart operates over 4,000 stores in the US, with over 3,000 of them being "supercenters," meaning stores that offer food, a pharmacy and are generally  much larger than regular Walmarts. Walmart supercenters are considered the largest supermarket chain in the US.
   
   
2. NOW CERTAIN WALMARTS SUPERCENTERS have"abruptly" announced these closures, laying off hundreds of employees, are supercenters, and all stating the issue causing them to close for the same "six month" period was "plumbing."  BUT:  "none of the five affected stores have sought any plumbing permits for future repairs."
   
   
   
3. MILITARY "MAN'S"  OPINION -  "Walmart's are outfitted with extensive communications, communications that are identical from store to store and even country to country," - "the primary purpose for Walmart's, similar stores and malls will be for supply depots for military and initial staging area for local civilians to (undergo processing prior to relocation elsewhere).
   
   
   Closing THAT MANY stores for 6 months, coincidentally during Jade Helm sets off more alarm bells that one can possibly imagine. IF these stores are being refitted to such an enormous extent, one must wonder just WHAT they are being refitted for? Just plumbing? That's a WHOLE LOT of plumbing! What would require that much plumbing?
   
   "Plumbing Issues"?  Sure smells like one!
   

1. “Here in Butte MT. The super Walmart has had " Last chance" signs on many items all winter. I worked for Walmart years ago and never saw these before. I asked the employees what it meant. They all said they had no idea what they were. They had never been told about last chance stuff. But the spots where these items were have not been replenished. In fact this past month the shelving has been spread out and the refrigerated/frozen items are spread out thinly to keep it from looking too bare.
   
   My husband is anover the road truck driver and tells me he's seen the same issue all over.Especially in the west. He is also seeing the military equipment movement ALOT. Anyway, I had told him months ago that I thought the stores were going to close . So glad the aware are stocking up.
   
   P.S. The Albertsons grocery chain was abrubtly bought out by the Stokes and switched over night. They bought out the Safeway too apparently and maybe true value hardware. All quite suddenly.
   
   
   
2. Local Walmart in Boone NC, yesterday.. I too notice empty spaces on shelves, the deli meat was not as full as usual and some things like their slaw were not present. I did not go up and down the frozen food sections, but the one I did you can see things spread out , or just one to three bags of different types of Tyson products.
   
   Usually there is a bunch of food items in bulk in the main aisles along the grocery dept, Progresso soups, Libby Vegetables, cereal etc...there were none...no large 25 lb bags of sugar or flour either, the sugar stock was not full.
   
   The cold bins where they keep franks or Bologna, or other meats were less then 1/2 full....They also are pulling items to the front of the shelf so it appears to be full but there may be only 2. Yes, I too have seen last chance tags also, it usually means they will no longer carry an item.  I wanted to share this with you to confirm that this is happening in another part of the country.
   
   
3. Appalachia - Walmart - While a young black man was trying to pull out the manual ladder we heard the equipment that has the warning signal when it is backing up. My husband & I looked to see a Chinese man in his late 20's very physically fit, like a soldier, driving an automated lift.  
   
   It was apparent that he was using more sophisticated automated equipment that the average employee was not allowed to use. It also appeared he was a man with authority. The average employee had to use the manual ladder. This Chinese man was clearly someone with more authority. He spoke English but with a VERY HEAVY Mandarin accent as if he just stepped off the boat from China.
   
   My husband & I couldn't help but notice it appears WalMart is now operated by Chinese management, possibly even military management, that are still more out of site from the average American shopper. As if they are keeping them in the back.  Is anyone else is seeing this?
