1. On July 7th of 2014:  Mexico and Guatemala reached an agreement to make it easier and safer for Central Americans to enter the United States illegally (including unaccompanied minors).

Though largely unreported in the U.S. mainstream media, the two nations agreed to make it easier for illegals to cross Mexico’s border with Guatemala and transit Mexico en route to the U.S. border at the Rio Grande.  The agreement apparently does not recognize that the result of such trips – entry into the United States – remains illegal.
   
   
3. The Mexican government announced plans to issue a new “Regional Visitor Card” which lets  Central Americans stay in Mexico for as long as it takes them to get into the United States.

Kathryn Mattingly, spokesperson for EOIR, tells NRO the receipts refer to new Notices to Appear (NTA)—the document the Department of Homeland Security uses to charge an illegal immigrant with being removable from the United States.

• A leaked internal Department of Homeland Security (DHS) report from U.S. Immigration and Customs Enforcement (ICE) - (release date: 03 Jun 2014) indicates that only 0.1% of the Central American minors illegally entering the U.S. having been deported in Fiscal Year 2013, down from 02% prior.
  
  
• The report further reveals that Central American nations are doing little to curb the flow of illegal immigration to the U.S. and attributes the lack of efforts in the host nations to stop the flow to the nations wanting their nationals to send money back home from the United States.
  
• Significant revelations from the report include:
  
  1. Males between 15-17 years of age comprise 47 percent of all unaccompanied minors who are other than Mexican (OTM). Nearly thirty percent are minors age 10-14.
     
     
  2. 03%  of the OTM minors coming unaccompanied are from 43 other countries NOT Guatemala, El Salvador, or Honduras).
     
     
  3. 53,375 OTM unaccompanied minors are predicted for Fiscal Year 2014, and 95,500 for Fiscal Year 2015.
     
     
  4. U.S. authorities do not know whether or how U.S. gang members are involved in the smuggling of the minors.
     
     
  5. There has been an increase in the OTM minors coming into the U.S. who are pregnant, or have physical or mental disabilities.
     
     
  6. The same family members or sponsors are appearing several times to claim different children from the custody of U.S. authorities.
     
     
  7. Money gets sent back to their home countries (very little stays here) ... it is now considered a main income stream for these countries and is considered a major factor in why other governments don't interfere with the illegal operations.

The Central American parents of the 50,000 teens and children are using a 2008 law to ensure their children are transported to them for free by a relay of border patrol and Department of Health and Human Services officials. The kids are delivered to the border patrol by smugglers, dubbed coyotes, in exchange for several thousand dollars.
   
   Half of the 50,000 Central American kids were sent (paid for with taxpayer money) to their parents now living in the United States...BUT;  another third were delivered to people who said  they were close relatives.
   
   
4. Top immigration officials don't check if the people accepting delivery of the kids were themselves legal residents.
   
   
5. Both New York Times articles described the border-crossing illegal aliens as “immigrants.” In fact, “immigrants” is the term for people who legally migrate into the United States.
   
   
6. Few of the illegal immigrants are high-school graduates, or have skills that would allow them to earn more than they cost to federal, state and local taxpayers.

1. The landowner said smugglers are using trails on his property to bring illegal immigrants into the country.  The rancher said he fears for his safety.  "You don't see anything; you don't talk to anybody," he said.

3. Landowners said the trails are becoming increasingly valuable to smugglers because they are not patrolled as often and public lands.  More than 180,000 illegal immigrants have crossed into the Valley this year. The landowner said he and his neighbors are feeling increasing pressure by smugglers to turn a blind eye to criminal activity.

"They basically come up to you and say, ‘we are going to give so much a day and we will drop it off and you do what you want with it," he said.  The man said he turns smugglers down.  "Once they get a hook in you, they got you," he said.  The man said his only protection is to keep law enforcement on his side.

• Media outlets in the Central American countries where the youths are coming from tell a different story than the administration’s official version. Honduras’s largest newspaper reports this week that the minors will spend three to four months in federal camps until they can be turned over to family in the U.S. Besides receiving food and shelter, the Honduran newspaper article says, kids will receive English classes, participate in sports and other programs while their relatives are tracked down in the U.S.

2. The Rio Grande Valley has become ground zero for an unprecedented surge in families and unaccompanied children flooding across the Southwest border, creating what the Obama administration is calling a humanitarian crisis as border officials struggle to accommodate new detainees.
   
3. Precinct 3 Constable Lazaro "Larry" Gallardo, a valley native who said he had never seen a migration wave of such a scale during his 14 years in office. "Something's got to be done because the numbers are just too high."  Detentions along this stretch of the river have gone from up to 50 immigrants a week to as many as 300. On Tuesday night, constables captured 100, on Monday nearly 200. Authorities are comparing the onslaught of homeless detainees to the displacements brought by Hurricane Katrina. 
   
   "The basic difference is that the vast majority of those people were here legally, whereas the current group has come here illegally,"
   
   
4. American Civil Liberties Union Border Litigation Project, alleged that children in custody between the ages of 5 and 17 faced physical and sexual abuse, overcrowding, freezing temperatures, inadequate water and spoiled food.
   
   Their 25-page report documented accounts of sexual abuse, strip searches, a child who had to drink from a toilet tank, filthy restrooms and children forced to sleep on floors.
   
   
   
5. Border Patrol officials say "they will look into the allegations". Cabrera said agents are also concerned about unsanitary conditions, such as the practice of quarantining sick immigrants behind a piece of yellow tape, strung across the room, that does little to protect agents or fellow migrants.  Cleaning crews wipe the holding areas down regularly, but agents still fear contagious diseases, Cabrera said. "It's not just the disease issues, but the sheer amount of filth that's floating through the air."
